THREE:III.Wind-power, aside from the objections of uncertainty and irregularity, is the cheapest kind of motive-power. Steam machinery, besides costing a large sum as an investment, is continually deteriorating in value, consumes fuel, and requires continual skilled attention. Water-power also requires a large investment, greater in many cases than steam-power, and in many places the plant is in danger of destruction by freshets. Wind-power is less expensive in every way, but is unreliable for constancy except in certain localities, and these, as it happens, are for the most part distant from other elements of manufacturing industry. The operation of wind-wheels is so simple and so generally understood that no reference to mechanism need be made here. The force of the wind, moving in right lines, is easily applied to producing rotary motion, the difference from water-power being mainly in the comparative weakness of wind currents and the greater area required in the vanes upon which the wind acts. Turbine wind-wheels have been constructed on very much the same plan as turbine water-wheels. In speaking of wind-power, the propositions about heat must not be forgotten. It has been explained how heat is almost directly utilised by the steam-engine, and how the effect of heat is utilised by water-wheels in [42] a less direct manner, and the same connection will be found between heat and wind-wheels or wind-power. Currents of air are due to changes of temperature, and the connection between the heat that produces such air currents and their application as power is no more intricate than in the case of water-power.

THREE:Founding and casting relate to forming parts of machinery by pouring melted metal into moulds, the force of gravity alone being sufficient to press or shape it into even complicated forms. As a process for shaping such metal as is not injured by the high degree of heat required in melting, moulding is the cheapest and most expeditious of all means, even for forms of regular outline, while the importance of moulding in producing irregular forms is such that without this process the whole system of machine construction would have to be changed. Founding operations are divided into two classes, known technically as green sand moulding, and loam or dry sand moulding; the first, when patterns or duplicates are used to form the moulds, and the second, when the moulds are built by hand without the aid of complete patterns. Founding involves a knowledge of mixing and melting metals such as are used in machine construction, the preparing and setting of cores for the internal displacement of the metal, cooling and shrinking strains, chills, and many other things that are more or less special, and can only be learned and understood from actual observation and practice.To Socrates himself the strongest reason for believing in the identity of conviction and practice was, perhaps, that he had made it a living reality. With him to know the right137 and to do it were the same. In this sense we have already said that his life was the first verification of his philosophy. And just as the results of his ethical teaching can only be ideally separated from their application to his conduct, so also these results themselves cannot be kept apart from the method by which they were reached; nor is the process by which he reached them for himself distinguishable from the process by which he communicated them to his friends. In touching on this point, we touch on that which is greatest and most distinctively original in the Socratic system, or rather in the Socratic impulse to systematisation of every kind. What it was will be made clearer by reverting to the central conception of mind. With Protagoras mind meant an ever-changing stream of feeling; with Gorgias it was a principle of hopeless isolation, the interchange of thoughts between one consciousness and another, by means of signs, being an illusion. Socrates, on the contrary, attributed to it a steadfast control over passion, and a unifying function in society through its essentially synthetic activity, its need of co-operation and responsive assurance. He saw that the reason which overcomes animal desire tends to draw men together just as sensuality tends to drive them into hostile collision. If he recommended temperance on account of the increased egoistic pleasure which it secures, he recommended it also as making the individual a more efficient instrument for serving the community. If he inculcated obedience to the established laws, it was no doubt partly on grounds of enlightened self-interest, but also because union and harmony among citizens were thereby secured. And if he insisted on the necessity of forming definite conceptions, it was with the same twofold reference to personal and public advantage. Along with the diffusive, social character of mind he recognised its essential spontaneity. In a commonwealth where all citizens were free and equal, there must also be freedom and equality of reason. Having worked out a theory of life for himself, he138 desired that all other men should, so far as possible, pass through the same bracing discipline. Here we have the secret of his famous erotetic method. He did not, like the Sophists, give continuous lectures, nor profess, like some of them, to answer every question that might be put to him. On the contrary, he put a series of questions to all who came in his way, generally in the form of an alternative, one side of which seemed self-evidently true and the other self-evidently false, arranged so as to lead the respondent, step by step, to the conclusion which it was desired that he should accept. Socrates did not invent this method. It had long been practised in the Athenian law-courts as a means for extracting from the opposite party admissions which could not be otherwise obtained, whence it had passed into the tragic drama, and into the discussion of philosophical problems. Nowhere else was the analytical power of Greek thought so brilliantly displayed; for before a contested proposition could be subjected to this mode of treatment, it had to be carefully discriminated from confusing adjuncts, considered under all the various meanings which it might possibly be made to bear, subdivided, if it was complex, into two or more distinct assertions, and linked by a minute chain of demonstration to the admission by which its validity was established or overthrown.

THREE:Considered mechanically as a means of handling material, the human hands are capable of exerting force in any direction, vertically, horizontally, or at any angle, moving at various rates of speed, as the conditions may require, and with varying force within the limits of human strength. These functions enable us to pick up or lay down a weight slowly and carefully, to transport it at a rapid rate to save time, to move it in any direction, and without the least waste of power, except in the case of carrying small loads, when the whole body has to be moved, as in ascending or descending stairs. The power travelling cranes, that are usually employed in machine-fitting establishments, are perhaps the nearest approach that has been made to the human frame in the way of handling mechanism; they, however, lack that very important feature of a movement, the speed of which is graduated at will. It is evident that in machinery of any kind for handling and lifting that moves at a uniform rate of speed, and this rate of speed adapted, as it must be, to the conditions of starting or depositing a load, much time must be lost in the transit, especially when the load is moved for a considerable distance. This uniform speed is perhaps the greatest defect in the lifting machinery in common use, at least in such as is driven by power.

THREE:It is well known that Spinoza draws a sharp line of demarcation between the two attributes of Extension and Thought, which, with him, correspond to what are usually called body and mind. Neither attribute can act on the other. Mind receives no impressions from body, nor does body receive any impulses from mind. This proposition follows by rigorous logical necessity from the Platonic principle that mind is independent of body, combined with the Stoic principle that nothing but body can act on body, generalised into the wider principle that interaction implies homogeneity of nature. According to some critics, Spinozas teaching on this point constitutes a fatal flaw in his philosophy. How, it is asked, can we know that there is any such thing as body (or extension) if body cannot be perceived,for perceived it certainly cannot be without acting on our minds? The idea of infinite substance suggests a way out of the408 difficulty. I find in myself, Spinoza might say, the idea of extension. In fact, my mind is nothing but the idea of extension, or the idea of that idea, and so on through as many self-reflections as you please. At the same time, mind, or thought, is not itself extended. Descartes and the Platonists before him have proved thus much. Consequently I can conceive extension as existing independently of myself, and, more generally, of all thought. But how can I be sure that it actually does so exist? In this wise. An examination of thought leads me to the notion of something in which it residesa substance whose attribute it is. But having once conceived such a substance, I cannot limit it to a single attribute, nor to two, nor to any finite number. Limitation implies a boundary, and there can be no boundary assigned to existence, for existence by its very definition includes everything that is. Accordingly, whatever can be conceived, in other words whatever can be thought without involving a contradiction,an important reservation which I beg you to observe,must necessarily exist. Now extension involves no contradiction, therefore it exists,exists, that is to say, as an attribute of the infinite substance. And, by parity of reasoning, there must be an idea of extension; for this also can exist without involving a contradiction, as the simplest introspection suffices to show. You ask me why then I do not believe in gorgons and chimaeras. I answer that since, in point of fact, they do not exist, I presume that their notion involves a contradiction, although my knowledge of natural law is not sufficiently extended to show me where the contradiction lies. But perhaps science will some day be able to point out in every instance of a non-existing thing, where the contradiction lies, no less surely than it can now be pointed out in the case of impossible geometrical figures. In short, while other people travel straight from their sensations to an external world, Spinoza travels round to it by the idea of an infinite substance.564
